This is like BitTorrent, which the Tor project says not to use on Tor because it creates heavy network load. So are they also going to recommend against Cradicle because it creates heavy load?

Probably not. They specifically say the load issue applies to Tor exit node operators, because most of the seeders you download torrents from will be outside Tor and require an exit node. Cradicle on the other hand is designed around Tor from the start, and should have enough users on Tor to avoid needing so much traffic through exit nodes.

People with DNS-based servers can seed without Tor, everyday users can use Tor, and the spillover between both sides shouldn't be the majority of traffic.
