That's not how copyright law works. It is widely accepted that while computer programs are copyrighted, that copyright does not extend to their input and output. Otherwise Microsoft could claim copyright over your Word documents. For a network server, the network connection is the input and output. Nothing about a program being a server magically transforms the act of running it into "distribution". As far as I know there is absolutely zero legal precedent for that, and it would cause a major change in how we interpret copyright, with wide-ranging effects on the whole industry.
