The NHS crisis in one statistic:
On average just over 1.5 million people join NHS waiting lists every month.
And, around 1.48 million patients start their treatments every month.
Which is pretty much one in one out.... so as noted before, technological & medical advances stoke expanded capacity at the same time that the NHS carries out more procedures & treatments.
Leaving a simple choice, in one sense; rationing or investment.... or prevention (more investment).
