the story is absolutely clear. India was running an exercise to which the US had been invited as well as Iran and it is a condition of participation in these exercises that any vessels participating be unarmed. The US pulled out of the exercise two days before it took place.
Naturally having received an invitation the US knew that the Iranian frigate would be leaving the exercise to return to Iran unarmed.
