To be fair, I think both are important goals, and it would be best not having to decide between the two.
Copyleft vitality can be examined in the same way as permissive licenses: it may have started as a kind of intent to *spread*, but the actual effect is more that copyleft software is riskier to enclose.
(Neither is a foolproof scheme, FWIW)
