Sort of. Really its considered a public performance of copyright material. There's a bunch if licensing necessary. The PRO licenses from various organizations that own copyrights like BMI, then there's a soundexchange license to broadcast it.
They dont give these licenses to people for ordinary use either. You have to have a legit business, like an internet radio station and they may still say no.
