I don't think you need to make perfect the enemy of good, but it has been decades and the best improvement we've had to this idea is the AGPL which closes one loophole. I mention these deficiencies because I feel like they are often understated, and while effective at some level, time would be better spent thinking about how to push this method of "attack" (shrink wrap contracts that have all the right clauses you want), than to continue to promote something which falls short.
However it's worth noting that many of these same organizations who are the primary caretakers of GPL code, like the Linux Foundation, are not interested in fixing these loopholes. To them its a feature that hyperscalers dont have to show you their secret linux kernel sauce. Its a feature that Android can be arbitrarily locked down without people having recourse (yes I know Graphene and its great but I think its telling that they only support Pixels).
