Making something block-able doesn't make it not open though. I can block things now based on all sorts of criteria already present in the requests. Adding a signature makes the blast radius of blocking way smaller so you don't accidently block something that wasn't being abusive while trying to block that one guy based on heuristics cobbled together from off the shelf criteria.
