ironically, I know of at least one Ministry that has just done exactly that. Ended leases on CBD spaces and Switched to "Flexi working" space, expecting no more than 60% occupancy (ie they now only actually have capacity for 60% of their staff)- in order to help meet their cost reduction targets.
