I don't think it is necessarily the root problem. Civil service can be a good thing, in moderation. The issue is, the government and everything around it is 1000x too big. So of course most of civil service is nothing but a waste of resources.
Personal anecdote:
I was a civil servant for a time and I did 2 different jobs.
- first job was at the institute for archeology. Huge waste of time. Everyone in there just there for being there. I couldn't believe the inefficiency and waste that is going on, it was unreal. It made me despise archeology.
- Second job i was deployed as a help on a family farm in the mountains. It was hard labour from sunrise to sunset. It was awesome. Huge respect for all the farmers out there. I didn't get paid shit and I'm sure the ROI on the taxes that made my salary was great
