[NNCP](https://www.complete.org/nncp/) relays (probably with needed reimplementation) and other asynchronous message-centric communication also addresses the blocking anyway.

Short of banning sneakernet and snailmail (good luck enforcing that without a full-on occupation) there's no blocking that.

That *also* eliminates considerable assumptions of infrastructural privilege on uptime and electrical & network infrastructure reliability.
