Sounds like a driver bug or hardware issue to be honest.
I tried NetBSD 10.1 on a Pentium II laptop, had no issues there. Yes you had to set up the X11 environment, but I don't recall having to do anything special for the keyboard, mouse and video… those were autodetected.
