The Govt's own impact assessment of their employment rights bill may approach £5bn cost to firms as the implement the various measures....

however much of this cost will be in areas where business has successfully transferred the risk & cost(s) around employment to workers themselves in a strategy to maintain profits.

While firms may be unhappy, costs do not seem to be unfairly allocated, if one takes a historical view of terms & conditions of employment.
