Just two days ago I was talking about something very similar to my BF:
Why has nobody built a city yet where all the roads are underground. Replace all the above areas with green spots and parks and occasionally have staircases or elevators to go from the road network below to the city above. Would solve a bunch of problems (but probably too expensive and maybe some structural problems :/ )
