The Labour Govt. has decided that as a way of tackling migration it will encourage private schools & universities to open foreign campuses to teach foreign students in situ.
Having been involved for a couple of years with my erstwhile university helping set up a campus in Ghana, I can tell you this is a lot easier to say in No.10, then it is to deliver on the ground, not least of all due to the quality assurance aspect.
Its not an easy or quick 'solution'!
