Adjacent tech: There's a standard called WebXDC for in-chat apps. They live as a self-contained zip with HTML and JS/images/.... It can't go to the internet, but it can communicate with other people in the chat.
At very least, it can render these URLs as well. It is used by DeltaChat. I've tried forking DeltaChat to work with Nostr instead of e-mail, somewhat works.

I also have forked bitchat to create bitchat-ne just as a demo to show how a nowhere renderer could be embedded in another app. In the forked bitchat you can send a nowhere link and it will open even with no internet.
