Not only are carmakers forced to produce something people don't care for and practically stopped buying. Carmakers are obligated to sell a certain portion of EVs to "lower the emissions", otherwise they face absolutely humongous fines (in bilions of euros). It's a strategy that only EU could have think is a good idea.
