I have an idea how to solve GPU scalping an you're gonna hate it:
Dutch auction.
Have the vendor sell at a ridiculously high price initially, and then lower the price, by say, 1% every few hours, until it sells out, or until it reaches vendor's cost. And have a public count of how many are left.
After a few days, the price would reach sth similar to todays' MSRPs, but anyone who wants to buy earlier would have to pay extra.
