I proposed this the *last time* we had a Labour government:<li>Fuel duty on all aviation fuel, to be gradually scaled up to 1.5x the tax paid for petrol, over a period of five years (slow introduction to avoid massive price increases to consumers and to allow planning).</li><li>Triple duty on aviation fuel for private planes, including any plane flying with fewer than fifteen passengers or some equivalent in cargo (perhaps with exceptions for airlines needing to fly a replacement plane after a failure).</li><li>Duty paid on all fuel in the tanks when you land above a safety margin (so you can’t avoid it by only refuelling on one hop of a short round trip).</li>

I still think it is the right strategy.
