It IS confusing legally, but trump is taking more and more authority because he is getting away with it.
The Admin projected its Venezuela actions as sort of law enforcement. It was imperative to capture Maduro because there was a warrant for his arrest in NY & he was essentially a drug lord threatening the US.
In contrast, trump said the US is at WAR with Iran, specifically for regime change, etc.
