I don't think he's scared at all. The party of the president always loses the midterms. Here's what'll happen : the dems will do really well, everyone will be hyped, but then ICE or something adjacent will actually get expanded. Americans will be duped yet again, as always. Probably the reason this works is because most people get riled up but lose interest after being told they won. Then they're surprised that it happens again. Or they completely forgot - that happens a lot too.
