I've spent way more than that on home contractors who had similar or worse literacy problems, and I've generally been happy. A top evaluation criteria for me is the insightfulness and forethought of the questions someone asks. If they're actively thinking about potential problems, I wouldn't care much about their literacy. If they're just just telling you "ok boss", I wouldn't hire them even if they had a PhD.
