So in your mind, the RHEL codebase (i.e. CentOS) goes from being unstable, to stable, then back to stable, then back to unstable, over and over again with every RHEL minor version that forks from the CentOS Stream major version? I'm sorry, that's just now how things work in the real world. The stabilization phase starts when a new major version forks from Fedora, and is concluded once the corresponding RHEL major version is released.
