What complexity? The whole point of Flatpak is that installing and updating apps with it is simple.
Regular users aren't even *aware* that they're installing certain libraries twice, nor do they care. If they did, they wouldn't use Windows, which does that constantly for pretty much the same reason (by which I mean WinSxS and bundled DLLs).
