Apple has always appeared to be indifferent to creating robust tools for social content so when they introduced Clips in 2008 it was a surprise but also one that seemed to make sense if they were going for a multi pronged approach to video production. Clips for the social content, iMovie for the more savvy consumers, and FCP for the pros.

Unfortunately Apple never saw an appetite to market this app properly and they ignored the shift towards vertical videos — they still don’t support it in iMovie. Meanwhile developers race to creating the perfect social video editing app and they’re still going at it with apps like VN, CapCut, Edits, Quik (I miss the pre GoPro version), Mojo, even Canva.

Apple’s stance have always been that they will enter a market if they see an opportunity to offer something distinct, valuable, or different enough to be a leader in the space. I guess that saw it and then had second thoughts. The team that created Clips must have moved on or shuffled around, leaving the app with no internal champion.
