hashtags are not for classification. If people want to find people talking about "Machine Learning" they can just search for "Machine Learning".
You can follow hashtags on the Fediverse. When you use a hashtag you are basically BCCing everyone who is interested in that topic.
You should use them sparingly or else you will be muted.
