If you can broadcast your transaction to the network you can transact. Meaning if you write down the crypto text you can send it via ham radio (done at 800km during a snow storm) or piece of paper across a border ect.
So get build your transaction on battery power evt. Get it to someone who can type it in or broadcast it to the memepool.
