in any conversation on the US and Europe, we often discuss the differences in society and I can safely say that the idea of criminalising homelessness is almost impossible to declare in modern Europe. Anything relating to such an action is despicable in most European eyes. It's a perfect example of what separates us from the feudal society in the US.
