It isn’t. You being able to make it work is indicative of you, which is good, but “decent pay” is ridiculous. I was an E3 too. I never went into debt and could save money, but living conditions were bad. Mine were particularly bad even by marine corps standards, but I eventually landed with guys I liked living with so it was bearable. We may have different definitions of acceptable, but your definition sounds like slavery to me. Totally unacceptable.
