If a community decides to provide support to some of its members during tough times, the question of proof of need is a tricky one.
It turns some away who are truly in need, but it does allow for taking advantage or even fraud.
Who loses? Who suffers? What is the true cost and who pays? Not saying the existing support systems work or are well-thought out or remotely designed to truly benefit those in need, but the proof of need concept within a community remains a challenging one and intimately tied to issues around privacy.
But no worries, Trump accounts will eradicate poverty in a few short months.
