This is a December 2021 internal email from the U.S. intelligence community’s top cyber official.
• In 2020, the official intelligence assessment said certain Chinese units were not trying to influence the U.S. election (only general “issue” stuff). The email writer disagreed — he thought they were.
• A newer report now says China is influencing another election and labels the same units as “election influence” operations.
The writer questions why the same activity gets called “election meddling” in one place but not in the U.S. — and calls for oversight.
This shows the double standards in how U.S. intelligence judged Chinese election interference.
