So you pre-allocate your dev points, you gather experience, when your level goes up, you buy up the skills you pre-allocate and allocate again for the next level.
It's a very '80s game design with lots of room for slicing away unnecessary complexity, but it honestly isn't as complicated as the reputation it has. People saw the tables and recoiled at the "complexity", even though there's really only about four tables repeated multiple times with slightly different numbers.
