1. Trump starts an illegal war with Iran
2. Iran blocks the Strait of Hormuz, which is illegal as far as maritime law is concerned
3. "Negotiations" kinda-sorta happen; Iran demands the "right" to levy fees on ships crossing the Strait of Hormuz, again illegal in maritime law
4. Trump kinda-sorta suggests a "joint venture" with Iran on the (illegal) fees
5. Iran starts charging the (illegal) fees, reopens the Strait
6. Trump orders the ships that paid the fee to be "interdicted"

“I have also instructed our Navy to seek and interdict every vessel in International Waters that has paid a toll to Iran. No one who pays an illegal toll will have safe passage on the high seas. We will also begin destroying the mines the Iranians laid in the Straits,” adds Trump.
