An account is not the same as a hashtag feed, though, even if that’s all it publishes. They are not interchangeable technically, morally, socially, or practically. The following that a hashtag feed has is not an exploitable resource the way the follower list for an account is.
Again, I accept that that isn’t your motive here, but that’s the look. Your goal may be to let hashtag feeds reach where they currently can’t, but you are intermediating Fediverse content to do it.
