the initial push was several times, but it failed all sorts of votes repeateadly. From the SOPA and PIPA attempts that i remember, to the less menacingly named ones, and the ones from a decade(+) ago have mostly failed. But now, they've managed to succeed it seems under the radar. Now, the bureocratic damage must be undone retroactively, there couldnt be a more better time to push draconian laws through than 3 years of extreme running strife and media-overpu surrounding these regions of the world (EU, UK, USA).
Very upsetting the push has gone through so under the radar for the UK and EU this year, the USA hasnt yet voted on it as far as i am aware (but it is re-introduced as the same bill as last time, which is depressing in a way, i think)
