Universal secular public school systems exist because of the hard work of some radical activists who had this crazy idea that *all* children should be able to get an education, not just the children of families with money or those with access to a religious school.
Furthermore, universal public education was so important that societies should invest considerable resources in it and make sure *all* children went to school.
