SC will hold a special Republican primary on Aug 11th to fill Graham's slot on the November ballot. But it's not yet clear who can vote.
The ambiguity is because SC primaries are "open"; there's no party-specific voter registration. Voters pick which party's ballot they want on when they show up at the primary.
Can voters who originally cast a D ballot come back a second time to cast an R ballot in the special primary?
