The cost/ability to produce a counterfeit that worked would make them prohibitively expensive as a scam and you'd just sell them as off brand the real thing (Shigemi tubes are also made by other manufacturers I think, I want to say the name comes from the person who designed them). And these wouldn't be complete tubes anyway (if they were Shigemi tubes they are missing their inserts, but I'm pretty sure they are not).
