I don't know much, but for what I know, when Israeli's finish their military service, they can take a paid holiday to different places they can pick, one is Chilean patagonia. It's similar to a school trip, these are young people and the budget is not that high. Many pick to come here, but it's not the only place they can choose.
In summer, temperatures rise a lot in Chile, and as the woods are more dry, they are very "burnable". It's very common that stupid people make mistakes (or do irresponsible shit) and fire spreads fast.
