I would posit the suggestion that, these days, few have any coherent idea of what constitute “local issues” because of the demise of local journalism. The exceptions are things that are so large they make the national press and gain Parliamentary attention (eg big business closures). I have no idea what the pressing “local issues” are in Manchester, despite living here. This contributes to local elections being won on what is essentially the reputation of national parties.
