If part of the housing crisis is the lack of skilled construction workers then ten newly designated regional Technical Excellence Colleges sharing £80m capital & £20m revenue support over 4 years to expand construction-related education looks like a good start in practical measures to start to deal with the crisis.
So, will £2m capital & £500k a year per college be (quickly) transformational?
The average FE College's annual budget is around £30m, so maybe.
