yeah you still update, only difference is that built in packages (rpms in bootc's case) are rolled into the base so you need to rebuild and reboot into the new image (it's a bootable container after all). that's why these distros generally use flatpaks for user-facing apps and brew for cli apps as they are kept out of the base image and can be updated at any point like normal. it's pretty straightforward really and solves quite a few problems.
