A region of Australia larger than Texas has been flooded by 2 weeks of heavy rain. Many towns, have been cut off, and many have been inundated. Around 200,000 cattle have died. I don't think it will be feasible to build flood defenses for that. Perhaps they could put all buildings on stilts in the area likely to be flooded.
