The Labour Govt. is launching a new series of Public Private Partnerships to finance various aspects of its infrastructure ambitions, and claims it'll avoid the problems with earlier Private Finance Initiative projects.
But given the key issue was the weakness of civil service capacity to negotiate fair & equitably PFI contracts & since the civil service has seen attacks & budget cuts (ongoing), can we be sure the new negotiations will be better?
I'm not betting on any improvement!
