if it's just Barefoot Mining getting lucky (they are a sub-miner under the Ocean Mining umbrella), then no, it's probably not a big deal (except for them, since it's always nice to add to your income)

but if Ocean has been coordinating with several partners to launch BIP110 support all at once, then it could be a big deal. We'll know if this is the first in a swell of BIP110 blocks mined by Ocean and perhaps other miners.
