Well, a few things. One, no, sewer is not "much more fully controlled" by the government than healthcare, nor is water; there is VASTLY more regulation around banking, healthcare, etc., than there is around serer systems. But also, where they are controlled, they mostly are controlled by much lower (and therefore more accountable) levels of government. Finally, they are much less ripe for abuse.
