The Framers in their divine wisdom wrote the Constitution as a "thou shalt have" document. It confers rights and responsibilities. And it intentionally doesn't refer to the Presidency all that much. Because if it was a "thou shalt not" document there would easily be this logic where the President have unlimited power. "Well, the Constitution doesn't say I can't do this, so I'm going to" sort of thing. So laws have had to be written to give those rights. And we've FUCKED ourselves.
