I agree with @matty.

You shoot for center mass. Even if the target is armored. Body armor is not magic. Being shot in body armor hurts like a mofo. You will stop doing whatever it is you are doing and just try to breathe.

Groin and head shots are finishing shots if the center mass shots don't stop the threat.

Groin shots require the target to bleed out and that can take minutes during which they can still kill you.

Head shots are preferred for this reason, but only once the target is disabled by the center mass shots and stops moving around.
