In this area of Virginia there's a problematic connection between the people who own the prisons and profit from housing prisoners, and the people enforcing justice and creating more prisoners.
Sometimes the punishment is just. Sometimes it's not, and if you look like a stereotype they don't like you're more likely to end up as a prisoner because why not it adds to profit margins anyways.
I wasn't necessarily speaking ill of the police as a broad thing. Just that if you come here it's added importance to mind your Ps and Qs because they come down hard on things that would easily slide in the bigger cities.
