SegWit is definitionally a soft fork of Bitcoin, and therefore optional L1 data. Bitcoin is L0.

I have hopefully cooked up an answer to both the physics of 1MB and “spam” in *theory*. Now to find the time to deploy on my home node 😵‍💫
